An old man taught me a truck that you an try.

Select a drill bit that is barely smaller than the base size of the bolt (part without threads)

Centerpunch the broken bolt and drill out the center of it. Moderate to slow drilling speed with cutting oil works best.

Take a small screwdriver and chase the threads until they collapse and remove the remainder.

Get the proper size bottom tap and chase the threads.

They make reverse thread extraction bits that have worked well for me on the small stuff. Exhaust should be no big deal.

Wait until you break a tap off in the tailshaft of a 231 xfer case ;)

That is when you wanna break out the welder and weld a nut to the end and back it out slowly.
